Revert "macsec: use DEV_STATS_INC()"
This reverts commit 403877118d which is
commit 32d0a49d36a2a306c2e47fe5659361e424f0ed3f upstream.
It breaks the build due to an ABI break being reverted. If it needs to
come back in the future, it can be done so in an abi-safe way.
