Set the configuration "CONFIG_CORESIGHT_CTI_SAVE_DISABLE" on perf
build to disable CTI save for lagoon.

During APSS shutdown, notification is send to modem
subsystem for completing cleanup callbacks and
preparing for minidump segments. Current delay of
200ms is not enough for modem to complete cleanup
and complete minidump preparation.
Increase panic_timeout to allow modem for completion
of cleanup and dump preparation.

V4L2 VideoBuf2 Core is needed by default for video.
So added config VIDEO_V4L2_VIDEOBUF2_CORE to enable
videobuf2 core in base kernel for video.

On targets that supports GSI, disable f_rndis driver to
prevent the un-necessary bind of this function when userspace
rules links the rndis.gs4 for rndis function.
Also, this will prevent the net daemon trying to bring up
the usb0 registered by the f_rndis driver, which will cause
no-IP failure on host PC.

Enable the page owner config on lito perf. Note that
