Cleanup reset gpio support for kona as going forward spmi will
be used for reset purposes.

As cold reset is not supported on Kona, perform warm reset
internally in the mdm_power_down function. Revert back to using
power down api in reboot and shutdown functions.

In recent targets a PON device can reset the attached modem chip via
its primary pmic using SPMI. Integrate apis to do a warm reset for
modem making sure we are still backwards comaptible.
