percpu: remove has_reserved from pcpu_chunk

Therefore, has_reserved can be removed. Signed-off-by: Dennis Zhou <dennisszhou@gmail.com> Reviewed-by: Josef Bacik <jbacik@fb.com> Signed-off-by: Tejun Heo <tj@kernel.org>
